Renamed WeatherService to EnvironmentService to streamline with thread names, but also better reflect the responsibilities of the class
...
It also sends out time updates. For that, "weather" wasn't a very accurate name.

Also made a slight performance optimization by only broadcasting GrantBadgeIntent if it's necessary.
ExplorationBadgeService is also converted to Kotlin.
