[Misc] Parsing of explorationBadges.sdb is now in a DataLoader, using ServerData instead of the deprecated RelationalServerFactory
...
Also made a slight performance optimization by only broadcasting GrantBadgeIntent if it's necessary.
ExplorationBadgeService is also converted to Kotlin.
