[Added] Script to populate Eisley Mayor Building (building spawns should
be converted to this if missing, its clean.)
[Added] Login authentication via cURL. Created build configs for it.
Will configure during build_linux or you can run
./utils/init/buildCurl.sh.
[Added] Config flagger for toggling authentication on and off.
