Fixed two bugs with weapon hinderance, where it was being applied at the wrong times
...
Bug 1: It was being applied regardless of weapon type - it should only ever be applied to ranged weapons.
Bug 2: When swapping from a pistol to a knife, the debuff would stay. To clear it, you had to go unarmed.
