Attached species and gender restrictions to object templates instead of only static items using the same table that the client uses

This way we have fixed all of these issues, plus the server and client agree on what can be worn

Updated numerous weapons with CU data
Updated NPC stats. Most NPCs should be a lot easier to kill now and also cause less damage
Changed dynamic spawn min CL for Tatooinefrom 1 to 5
Removed NGE related item info
Updated CBT and seperated the Lightsaber, Melee and Ranged weapons into low, medium and high
