Corrects RGB Values of Two Difficulty Levels for Mobs/Quests

Corrects con_display_data to use the correct RGB values for Orange and Light Blue, both of which were using incorrect RGB values from their respective columns above. This will now correctly display light blue or orange circles for enemies at their respective level ranges for difficulty. Previously these would be impossible to see visually.
